Its official name is the National General Labor Union. It is an affiliate of the Federation of Trade Unions. It was formed in July 1955 with 36,500 members from 22 prefectures. In July of the same year, the Sohyo Union held its 6th regular convention and decided to assign organizers for small and medium-sized enterprises nationwide. With the cooperation of the prefectural and regional labor unions, the union organized workers from small and medium-sized enterprises and subcontractors in various industries and business sectors, as well as in the commercial and service industries. Its activities are centered on the following goals: (1) the establishment of various rights, (2) the reduction and elimination of socially discriminatory wages, and (3) the elimination of exploitation by monopoly capital and the establishment of policies to protect small and medium-sized enterprises.

正称は全国一般労働組合。連合の加盟組合。1955年7月，22都道府県の地域合同労働組合員3万6500人をもって結成。同年7月総評が第6回定期大会で決定した中小企業対策オルグの全国配置により，各県評，地区労の協力のもと，各産業，業種の中小･下請企業，商業，サービス業などの労働者の組織化が行われた。(1)諸権利の確立，(2)社会的差別賃金の縮小･撤廃，(3)独占資本の収奪排除･中小企業擁護政策の樹立などの目標をかかげ活動している。
