Its official name is the National Mutual Aid Federation of Agricultural Cooperatives. It is the national organization for cooperative insurance, which is the mutual aid business run by agricultural cooperatives. The mutual aid business of agricultural cooperatives (agricultural cooperative mutual aid) has a similar function to the life insurance and non-life insurance run by general insurance companies, but it is characterized by its fundamental principle of mutual assistance for members who are economically disadvantaged, and by the fact that it is run by the members themselves under the principle of non-profit. Zenkyoren was established in 1951 based on the Agricultural Cooperatives Law (enacted in 1947), and the foundations of its organization and business were established by a further amendment to the same law in 1954. 正称は全国共済農業協同組合連合会。農業協同組合が行う共済事業である協同組合保険の全国機関。農協の共済事業(農協共済)は一般保険会社が行う生命保険や損害保険と類似の機能をもつが,経済的弱者である組合員の相互扶助を基本理念とし,非営利の原則のもとに組合員みずからが行うところに特徴がある。全共連は農業協同組合法(1947施行)にもとづき1951年に設立され,さらに54年同法改正によってその組織,事業の基礎が作られた。
