In 1885, a war broke out between Serbia and Bulgaria over the issue of the annexation of Eastern Roumelia to Bulgaria. Under the Treaty of Berlin of 1878, Eastern Roumelia was to be governed by a governor appointed by the Ottoman government and approved by the great powers. In September 1885, a rebellion broke out in the region, and a provisional government was established, declaring the annexation of Eastern Roumelia to Bulgaria. Although Bulgarian Prince Alexander had promised to maintain the status quo after the Treaty of Berlin, he accepted the annexation of Eastern Roumelia. In response, Russia hardened its stance, and Britain approved the annexation, and the conflict between the great powers continued.
