He was one of the early leaders of the Indonesian Communist Party. He was born in East Java. In 1915, he joined the East Indies Social Democratic Union, which was led by Dutch resident Sneevrijt and others, and under Sneevrijt's influence, he became one of the first Indonesian socialists. The Democratic Union attempted to infiltrate the Islamic Union, the mainstream of the nationalist movement, and to radicalize and shift it to the left, and Semaung played a central role in this. In 1920, he reorganized the East Indies Social Democratic Union to found the Indonesian Communist Party (the first communist party in Asia), and became its first chairman. He was expelled in 1923 and lived in exile in the Soviet Union and other places, but gradually lost influence, and returned to Indonesia in 1956, but did not have any ties with the Communist Party under Aidit's leadership.

インドネシア共産党創成期の指導者の一人。東部ジャワに生まれる。1915年，在住オランダ人スネーフリートらの東インド社会民主同盟に参加，スネーフリートの影響下で最初のインドネシア人社会主義者の一人となる。民主同盟は，民族主義運動の主流であるイスラム同盟への浸透をはかり，その急進化・左傾化を画策するが，セマウンはその中心的な役割を担った。1920年東インド社会民主同盟を改組してインドネシア共産党（アジアで最初の共産党）を創設，初代議長に就任した。1923年追放され，ソ連その他で亡命生活を送るがしだいに影響力を失い，1956年に帰国するが，アイディット指導下の共産党とは関係を持たなかった。
