Petroleum and gas tax - Sekiyugasuzei

This is an indirect national tax levied on petroleum gas (LPG) filled into petroleum gas containers for automobiles. The taxpayer is the person who fills the container when the petroleum gas is shipped out from a filling station, and the person who collects the container when the petroleum gas is collected from a bonded area. The tax base is the weight of the petroleum gas shipped out or collected, and is 17 yen and 50 sen per kilogram. For petroleum gas measured by volume, the calculation is based on 0.56 kilograms of weight per 1 liter of volume.

Since around 1963, there has been a noticeable trend towards switching fuel from gasoline to petroleum gas, mainly for commercial passenger cars, so in order to balance the gasoline tax and local road tax on gasoline and the light oil collection tax on light oil, the Petroleum Gas Tax Law was enacted to impose a tax on petroleum gas for automobiles from February 1981. Half of the revenue from the petroleum gas tax is allocated to the national road construction finances under the Road Construction Emergency Measures Law, and the other half is granted to prefectures and designated cities as road-related finances under the Petroleum Gas Grant Tax Law.

国税の間接税の一つで、自動車用の石油ガス容器に充填(じゅうてん)されている石油ガス(LPG)に対して課される税である。納税義務者は、石油ガスを充填場から移出する場合は充填者であり、保税地域から引き取る場合は引取者である。課税標準は、移出または引き取る石油ガスの重量であり、1キログラム当り17円50銭となっている。容量により計量されているものについては、容量1リットルにつき重量0.56キログラムとして計算する。

 1963年(昭和38)ごろから、営業用乗用車を中心に、燃料を揮発油から石油ガスへと転換する傾向が目だってきたため、揮発油に対する揮発油税・地方道路税、軽油に対する軽油引取税とのバランスから、石油ガス税法により66年2月から自動車用の石油ガスについても課税することになったものである。石油ガス税の収入の2分の1は、道路整備緊急措置法に基づき国の道路整備財源に充当され、他の2分の1は、石油ガス譲与税法によって、都道府県および指定市に対し道路関係財源として譲与されている。
