A self-governing organization made up of the entire student body in junior and senior high schools, with the aim of encouraging independent activities and cultivating the qualities required to be members of a democratic society. The curriculum guidelines require that in junior high schools, it be treated as a field of special activities, and in senior high schools, it be managed under the guidance of teachers as an educational activity outside of each subject, but there are also claims that it should be based on organized activities based on the needs of the students. In response to this, student councils are positioned in elementary schools.

中学校，高等学校で自主的活動を促し，民主的社会の構成員としての資質を育成する目的で，全校生徒集団で構成する自治組織。学習指導要領は中学校では特別活動の一分野として，高等学校では各教科以外の教育活動として，教師の指導のもとに運営されることを求めているが，生徒の要求に基づく組織的活動を基本とすべきだという主張もある。これと対応して，小学校では児童会が位置づけられている。
