Iga Sokoku Ikki
During the Sengoku period, local lords and small feudal lords of Iga Province united on a country-wide scale to protect their own territorial sovereignty. There are few historical documents that tell us about its establishment and organization, but a copy of the 11 articles of the Sokoku Ikki's rules has been handed down to the home of the influential Yamanaka clan of Koga-gun Chuso, a coalition of small samurai groups in neighboring Koga County, Omi Province. According to this, important matters were decided at meetings of all the members, but daily government affairs were handled by a 10-member "bugyo" (magistrate), and the unit group of the ikki was called a "sō." The name Sokoku Ikki comes from the fact that this "sō" was a united uprising on a country-wide scale. The date of the establishment of the rules is unknown, but it is thought to have been between 1552 and 1567. 戦国時代,伊賀国の国人(こくじん)・小領主が自らの在地領主権を守るために一国規模で結合した一揆。成立や組織を物語る史料はほとんどないが,隣接する近江国甲賀郡の小武士団の連合体である甲賀郡中惣(ぐんちゅうそう)の有力者山中氏の家に,惣国一揆の掟書(おきてがき)11ヵ条の写しが伝来している。これによると,重要事項は全員の会合で決定されていたが,日常の政務などは10名からなる〈奉行(ぶぎょう)〉によって行われ,一揆の単位集団は〈惣〉と呼ばれていた。この〈惣〉が一国規模で連合した一揆であることから,惣国一揆の名がある。掟書の制定年代は不明だが,1552年から1567年の間と推測されている。こうした一揆形成の背景には,周囲を山々に囲まれた天然の要害としての伊賀盆地の存在があったが,1581年織田信長の伊賀攻めによって惣国一揆は敗北・解体した。→山城国一揆/国一揆/加賀一向一揆
