...The number was only 1,029 in 1953, but it increased dramatically to 16,430 in 1963, 44,876 in 1973, and 59,306 in 1983, and is now the second largest in Japan after the United States. The Petroleum Industry Law (promulgated in 1962) required new construction and expansion to be notified, but the competition in gasoline sales turned into a competition in gas station construction, putting pressure on gas station management. In November 1976, the Ministry of International Trade and Industry enacted the Gasoline Sales Business Law, which established laws such as the registration of gas stations and the regulation of construction in designated overcrowded areas. In addition, there were many other regulations regarding the construction of gas stations, such as the City Planning Law, the Building Standards Law, the Fire Service Law, and the Pollution Prevention Ordinance, but as deregulation progressed, the construction of new gas stations and the closure of gas stations were basically liberalized in 1990. ...
