Policy change struggle
A new movement line against rationalization that was proposed around 1960 when the labor union side suffered a defeat in the Miike Dispute as the coal industry rationalization plan progressed in line with the energy revolution. It is also called the "political change struggle" for short. It is a movement that calls for a change in the government and capital's rationalization policy itself, raising issues common to the nation, on the grounds that there is a limit to what can be achieved by organizing resistance struggles at the workplace against the results of rationalization. It originally started as a socialization struggle by the Coal Mining Workers' Union against the rationalization of the coal industry, and developed into the struggle to establish mining policies by the All Japan Metal Mine Workers' Union (the All Japan Metal Mine Workers' Union, founded in 1947), and the movement to create a public corporation for the people by the National Railway Workers' Union, the Japan Post Union, and the Japan Dentsu Co., Ltd. Sohyo, to which these individual unions belong, also advocated the promotion of political change struggles based on resistance struggles within companies.

エネルギー革命にともなう石炭産業の合理化計画の進展のなかで,三池争議で労働組合側が敗北を遂げた1960年前後から提起されるようになった合理化に抗するための新しい運動路線。略して政転闘争ともいう。合理化の生み出す結果に対して労働現場で抵抗闘争を組むだけでは限界があるとして,国民共通の課題を掲げて政府・資本の合理化政策そのものの変更を求めようとする運動である。もともと,石炭産業の合理化に抗する炭労の社会化闘争に発し,全鉱(全日本金属鉱山労働組合連合会,1947結成)の鉱業政策確立闘争,国労,全逓,全電通による国民のための公共企業体をめざす運動などの展開をみることとなり,これらの単産の属する総評もまた企業内における抵抗闘争を基盤とした政転闘争を推進すべきことを主張した。
