It refers to the preparation of a drug into a form and properties suitable for administration, and the drug itself that has been prepared in this way. It is extremely rare for drugs to be administered directly to the living body; most drugs are administered with the addition of excipients and other additives to prepare them into a form and properties suitable for the administration route, such as internally, topically, or by injection. The raw drug substance is called an active pharmaceutical ingredient. Thus, pharmaceuticals are divided into active pharmaceutical ingredients and preparations. The 15th Revised Japanese Pharmacopoeia prescribes general rules for preparations as general precautions in the General Provisions for Preparations, specifying 28 dosage forms. However, there are also dosage forms of commercially available products that are not specified in the Japanese Pharmacopoeia.

薬物を投与に適した形、性状に調整すること、およびそのように調整された医薬品そのものをいう。薬物をそのまま生体に投与することはきわめて少なく、ほとんどは賦形剤その他の添加剤を加え、内用、外用、注射という投与ルートに適した形、性状にして用いられる。原料となる薬物は原薬という。したがって医薬品には原薬と製剤がある。第十五改正日本薬局方では製剤総則で一般的注意事項として製剤通則を定め、28の剤形が規定されている。しかし市販品には、日本薬局方に規定されていない剤形もある。
