He was an official in the early Heian period. His father was Tsumuraji Yamamori. He was a descendant of the immigrant King Oushinni from Baekje, and was originally Tsumuraji, but in 790 (Enryaku 9), he was given the surname Sugano Ason. He was trusted by Emperor Kanmu, and in 785, when Prince Anden (Emperor Heizei) was made crown prince, he became the Crown Prince's Scholar, and served in that position for a long time. In 796, he participated in the construction of Heian-kyo as Zogunosuke, and the following year, he was promoted to the rank of Shoshigege and Sadaiben for his contribution to the compilation of the Shoku Nihongi, and it seems that he became the first Chief Kageyu in the same year. In 805 (Enryaku 24) at the age of 65, he became a councilor, and in December of that year he debated with Fujiwara no Otsugu, a 32-year-old rising nobleman, about virtuous governance in the palace, and tried to praise Emperor Kanmu's governance, but the emperor did not approve. During the Heizei period, he became a scrutinizer of both San'in and Tokaido roads, but retired from service in January of 811 (Kōnin 2) at the age of 71. He was a representative figure among the virtuous officials of the time, having compiled the original historical materials for the "Shoku Nihongi" (Chronicles of Japan), the "Kanzō Jirī" (Cabinet Office), and the "Enryaku Kotōshiki" (Enryaku Kotōshiki) as the Chief of the Cabinet.

平安初期の官人。父は津連山守(つのむらじやまもり)。百済(くだら)からの渡来人王辰爾(おうしんに)の後裔(こうえい)で、初め津連であったが、790年(延暦9)に菅野朝臣(あそん)に改賜姓された。桓武(かんむ)天皇の信任があり、785年安殿(あで)親王(平城(へいぜい)天皇)の立太子とともに皇太子学士となり、長くその任にあった。796年には造宮亮(ぞうぐうのすけ)として平安京の造営に加わり、翌年には『続日本紀(しょくにほんぎ)』撰進(せんしん)の功績により正(しょう)四位下(げ)左大弁となり、この年には初代の勘解由(かげゆ)長官となったらしい。805年(延暦24)に65歳で参議となり、この年12月には32歳の新進公卿(くぎょう)藤原緒嗣(おつぐ)と殿中で天下徳政の相論をし、桓武天皇の政治を評価せんとしたが、天皇の認めるところとはならなかった。平城朝には山陰・東海道両道の観察使となったが、811年(弘仁2)正月に71歳で致仕した。『続日本紀』のほか、その原史料を編んだ『官曹事類』や勘解由長官として『延暦(えんりゃく)交替式』を撰修するなど、当時の良官能吏の代表的人物である。
