The director of the tax office estimates the amount of tax for income tax and corporate tax and taxes residents and corporations. In the self-assessment system, the tax amount is determined by the taxpayer's declaration, but this is permitted in cases where the actual amount of income and expenditure cannot be determined because there are no accounting documents, the contents of the accounting documents are inaccurate and lacking in truth, or the taxpayer is uncooperative with the tax audit. A commonly used method is to estimate the amount of income and expenditure based on the increase or decrease in assets and liabilities, the income and expenditure situation, production volume, sales volume and other transaction volume, number of employees, business size, etc., using the average income rate (ratio of income to revenue amount) and the profit margin rate (ratio of income to purchase amount) of nearby businesses of the same size. However, estimated taxation is not permitted in the correction of blue return filing.

所得税や法人税について，税務署長が税額を推計して居住者や法人に課税すること。申告納税制度のもとでは納税者の申告によって税額が確定するのが原則であるが，帳簿書類がないために収支の実額が把握できない，帳簿書類の内容が不正確で真実性に乏しい，税務調査に対して非協力であるために収支の実額が把握できないといった場合に認められている。財産や債務の増減の状況，収支の状況，生産量，販売量そのほかの取扱量，従業員数，事業の規模などをもとに，平均的所得率（収入金額に対する所得の割合），近隣の同規模同業者の差益率（仕入れ金額に対する収入金額の割合）などから推計する方法がよく使われる。ただし，青色申告に対する更正においては推計課税は認められていない。
