New bureaucrats - Shinkanryo

Some high-ranking bureaucrats in the early Showa period. They sought to manage the economy through strengthening administrative power and strong control. The Kokuikai, supported by Yasuoka Masaatsu, was a group of these bureaucrats. After the May 15 Incident and the formation of the Saito Jitsukyo National Unity Cabinet, Hirota Koki, Goto Fumio, and Fujii Masanobu joined the Okada Keisuke Cabinet, and they strengthened their voices on economic management. After the establishment of Manchukuo, Kishi Nobusuke and Hoshino Naoki ran a kind of experimental controlled economy in Manchukuo. These economic management measures were responses to the Great Depression, dissatisfaction with party politics among the military and the people, and the exhaustion of rural areas. However, they also provided an ideal means for managing the wartime economy as required by the military. After the Second Sino-Japanese War, Aoki Kazuo, Hoshino Naoki, and others prepared a system of national mobilization centered on the Planning Agency, and it was for these reasons that Kishi Nobusuke and Kaya Okinobu were in charge of implementing the wartime economy as Minister of Commerce and Industry and Minister of Finance in the Tojo Cabinet.

昭和初期の一部高級官僚。行政権の強化と強力な統制による経済運営をはかった。安岡正篤に後援された国維会はこれら官僚のグループであった。五・一五事件，斎藤実挙国一致内閣を経て，岡田啓介内閣には広田弘毅，後藤文夫，藤井真信が入閣し，経済運営への発言を強め，満州国成立後は岸信介，星野直樹らが満州国でいわば実験的な統制経済を運営した。これらの経済運営は，世界恐慌，政党政治への軍および国民の不満，農村疲弊などへの対応策という性質をもったものであった。しかし一方で，軍の求めた戦時経済運営にも格好の手段を提供した。日中戦争後，青木一男，星野直樹らが企画院を中心に国家総動員体制を準備し，岸信介，賀屋興宣が東条内閣の商工大臣，大蔵大臣として戦時経済の執行を担ったのは，このような経緯による。
