In 1945, after South Korea was liberated from Japanese colonial rule, this was an agency of the US Military Government that inherited and managed land and other assets owned by the Toyo Takushoku Company (Totaku) and other companies. In November of the same year, it was renamed Totaku and established as Totaku, and in February 1946, it became an independent company by government ordinance, but in reality it remained an agency directly under the US Military Government. It managed land owned by former Japanese people and mainly by Totaku, with the cultivated land area amounting to 280,000 hectares, equivalent to 13% of the total land area in South Korea, and the number of tenant farm households reaching 550,000, equivalent to 27% of the total number of farm households in South Korea.
