Conflicts between the Pope and secular monarchs, especially the German emperors, over the right to appoint priests in the Middle Ages In 1075, Pope Gregory VII banned lay people from appointing bishops and abbots, which led to an open conflict with Holy Roman Emperor Henry IV, which ended with the emperor's defeat (the Humiliation of Canossa, 1077). The conflict continued, and a temporary compromise was reached between the pope and Henry V in 1122 with the Concordat of Worms. After that, the papacy grew stronger, reaching its zenith under Innocent III at the end of the 12th century, but after Boniface VIII was defeated by King Philip IV of France in the early 14th century (the Anagni incident, 1303), the papacy gradually declined.
