In recent years, aircraft have become larger and jet-powered, and air traffic has become faster and more capable of transporting large volumes of air traffic. However, the airports themselves, which are the bases for these airports, are often only slightly larger than they used to be, and most of them are located in inland areas with a high density of people, causing various types of damage, including noise, to the surrounding residents. A jet plane produces noise equivalent to that of 100,000 passenger cars, and this aircraft noise has a metallic quality that includes high-frequency components. In addition, because the sound source is in the air, there is no shielding effect from buildings, and the sound is directly scattered over a wide area.

近時，航空機は大型化･ジェット化され，航空交通は一段と高速性と大量輸送性を高めてきた。しかし，その拠点である空港自体は従来の規模を若干拡張する程度のものが多く，加えるに，その大半は内陸部の人家の密集した地域に立地されているために，周辺住民に対して，騒音をはじめ種々の被害を与えている。ジェット機では乗用車の実に10万台分にあたる騒音を発するが，この航空機騒音は高周波成分を含む金属的音質を有しており，また音源が空中にあるため建物などによる遮へい効果がなく，直接広範囲に音をまき散らすことになる。
