This law (1947) aims to guarantee the right of citizens to work, guarantee the opportunity to find suitable employment for all those who have the will and ability to work, and at the same time implement various policies to meet the labor needs. Based on this law, public employment security offices and other institutions are established to serve the public. The Employment Security Law institutionalizes public employment placement services, and prohibits labor supply businesses and commercial employment placement businesses such as employment agencies and recruitment agencies that aim to exploit workers. However, in recent years, there has been a deregulation of fee-charging employment placement businesses, and the Labor Dispatching Law was enacted in 1985. 国民の労働する権利を保障するため，労働する意思と能力を有するすべての人に，適当な職業につく機会を保障し，同時に必要な労働力を充足するための諸政策を遂行することを目的とする法律（1947年）。この法律に基づいて，公共に奉仕する職業安定所その他の機関が設置される。職業安定法は公共的職業紹介事業を制度化するとともに，労働者供給事業や労働者からの中間搾取を目的とする口入れ屋・手配師等の営利的職業紹介事業を禁止している。ただし，近年，有料職業紹介事業の規制緩和が進み，1985年には〈労働者派遣法〉が制定され，1997年に採択されたILOの〈民間職業紹介所に関する条約〉の批准（1999年）以後，大幅な改正がなされている。→人材派遣業
