French public law scholar. Professor at Caen, Nancy, and then Strasbourg University for a long time. In addition to his major work, Outline of the General Science of the State (Vol. 1, 1920, Vol. 2, 22), his most important work is Law as an expression of the general will (1931), which thoroughly and persistently and systematically analyzes how the positive law structure in France is governed by the supremacy of the legislative power. His views are considered to be representative of legal positivism in France, and his positivism was characterized by its direct view of the given reality of state law, stripping away the fictions of various ideals and philosophies.

フランスの公法学者。カン，ナンシー，ついで長くストラスブール大学教授。主著《一般国家学綱要》(第1巻1920，第2巻22)のほか，フランスの実定法構造が立法権の優位によって支配されていることを徹底的かつ執拗に系統的に分析した《一般意思の表明としての法律》(1931)がとくに重要である。彼の見解はフランスにおける代表的な法実証主義としてあげられるが，その実証主義は，国家法の所与の現実を，さまざまの理想や哲学の擬制をはぎとって直視するところに特色があった。
