1861‐1935 French public law scholar. Professor at Caen, Nancy, and then Strasbourg University for a long time. In addition to his major work, Outline of the General Science of the State (Vol. 1, 1920, Vol. 2, 22), his most important work is Law as an expression of the general will (1931), which thoroughly and persistently and systematically analyzes how the positive law structure in France is governed by the supremacy of the legislative power. His views are considered to be representative of legal positivism in France, and his positivism was characterized by its direct view of the given reality of state law, stripping away the fictions of various ideals and philosophies.
