A term referring to the war preparations or wartime regime from the period immediately prior to the Second Sino-Japanese War to the early period of the war. When Finance Minister Baba Eiichi of the Hirota Cabinet explained the government's tax increase plan at a meeting with influential Kansai business leaders in October 1936, he said, "The current situation makes it necessary to adopt a quasi-wartime economic system for finances, and the current tax reform plan was drafted with these circumstances in mind," and this is how the term came to be used as a contemporary term. After the Second Sino-Japanese War broke out on July 7, 1937, the term "quasi-wartime regime" was sometimes used in the early stages when the war was limited to parts of North China, but after the government changed the name of the "North China Incident" to the "China Incident" on September 2, and the 72nd Extraordinary Diet passed the temporary military budget and wartime control legislation from September 4 to 8, it became clear that the war was going to be full-scale, and the quasi-wartime regime was considered to have transitioned to a wartime regime. 日中戦争直前期から開戦初期にかけての戦争準備体制または戦時に準ずる体制を指す用語。広田弘毅内閣の馬場鍈一蔵相が,1936年10月関西財界有力者との懇談会の席上,政府の増税案を説明した際,〈現下の情勢は財政について準戦時経済体制の採用を必要ならしめており,今回の税制改革案はこれらの事情を考慮して立案した〉と語ったことから時局用語として用いられるようになった。その後37年7月7日に日中戦争が勃発し,戦争が華北の一部にかぎられていた初期には準戦時体制という用語が用いられたこともあったが,9月2日の政府による〈北支事変〉の〈支那事変〉への呼称変更,9月4~8日の第72臨時議会での臨時軍事費予算と戦時統制立法の可決などをへて,戦争の全面化が明白になるにつれ,準戦時体制は戦時体制へ移行したと考えられるようになった。
