After the Meiji Restoration, agricultural promotion was promoted as part of the government's policy to encourage industry and commerce, which included policies to encourage agriculture (agricultural promotion policies) and various projects (agricultural promotion projects) carried out under them. The central government agencies in charge of these policies were the Ministry of Civil Affairs' Agricultural Promotion Bureau, which was established in 1870 (Meiji 3), the Ministry of Finance's Agricultural Promotion Bureau in 1871, the Ministry of Home Affairs' Industry Promotion Bureau (later the Agricultural Promotion Bureau) established in 1874, and later the Ministry of Agriculture and Commerce (Agricultural Affairs Bureau), which was established in 1881.
