October Struggle for the Industrial Sector
This was a joint struggle of 12 industrial unions under the leadership of the Industrial Federation Conference (established in August 1946) in the fall of 1946, and is considered one of the disputes that marked the pinnacle of the "union offensive period" that lasted for several years after World War II. The labor movement, which had seen rapid growth after Japan's defeat in the war, was forced to suffer its first setback since the spring of that year, as it was subjected to severe repression by the occupying forces and government, including the denial of production management, mass layoffs, and the prohibition of mass demonstrations. The Industrial Federation Conference therefore hoped to break through this difficult situation through a joint struggle with the goals of absolutely opposing layoffs, establishing a minimum wage system and improving working conditions, winning unified industrial collective agreements, and overthrowing the Yoshida Shigeru cabinet.

産別会議(1946年8月結成)の指導によって,1946年秋に行われた,傘下12産業別組合の共同闘争のことで,第2次大戦後数年間の〈組合攻勢期〉の頂点をなす争議の一つに数えられる。敗戦後,急速な盛上がりをみせてきた労働運動は,この年の春以来,占領軍と政府による生産管理の否認,大量解雇,大衆示威行為禁止などの厳しい弾圧をうけて,戦後最初の後退を余儀なくされた。そこで産別会議は,馘首(かくしゆ)絶対反対,最低賃金制の確立と待遇改善,産業別統一団体協約の獲得,および吉田茂内閣打倒の目標をかかげた共同闘争によって,この苦境の打破を期した。
