This is when national and local governments require individuals or residents of a certain area who benefit from the use of public facilities to cover part of the construction and maintenance costs of the facilities. Examples include gasoline taxes and automobile acquisition taxes to cover the construction and maintenance costs of roads. In recent years, there has been a strong argument that this principle should be widely adopted.
