Zhou Fu-hai (English name)

Died February 28, 1948. Chinese politician in Nanjing. Graduated from the Faculty of Economics at Kyoto Imperial University. While studying in Japan, he attended the First National Congress of the Chinese Communist Party as a representative in Japan in July 1921, but soon changed his mind and returned to China in 1924. After working as a university professor, he worked at the General Headquarters of the National Revolutionary Army during the Northern Expedition in 1926. In 1927, he became Secretary-General and Head of the Political Department at the Central Military and Political School in Wuhan. From 1929, he served as Director of the Political Training Office of the Training General Supervisory Department of the Nanjing National Government and as a member of the Kuomintang Central Executive Committee. After the outbreak of the Second Sino-Japanese War, he was appointed Director of the Kuomintang Central Propaganda Department in 1938, but together with Wang Jingwei and others, he started an anti-communist peace movement, and promoted a plan to establish a central government in Nanjing, which was occupied by the Japanese army, to achieve peace with Japan. In 1940, he established the Nanjing National Government with Wang Jingwei as its head and was appointed Minister of Finance. After Japan's defeat in 1945, he was arrested by Chiang Kai-shek as a traitor and died of illness in a prison in Nanjing. His main work was The Three Principles of the People (1928).

中国の政治家。京都帝国大学経済学部を卒業。日本留学中の 1921年7月中国共産党一全大会に留日代表として出席したが，まもなく転向し，24年帰国。大学教授を経て，26年の北伐には国民革命軍総司令部に勤務。 27年武漢の中央軍事政治学校の秘書長兼政治部主任。 29年以後，南京国民政府の訓練総監部政治訓練処処長，国民党中央執行委員を歴任。日中戦争勃発後の 38年国民党中央宣伝部長に任命されたが，汪兆銘らとともに反共和平運動を開始し，日本軍占領下の南京に中央政府を樹立して対日和平を実現しようとする計画を進め，40年汪兆銘を首班とする南京国府を樹立するとともに財政部長に就任。 45年日本の敗戦後，蒋介石に漢奸として逮捕され，南京の獄中で病死。主著『三民主義的理論体系』 (1928) 。
