A special corporation established on October 1, 1981 under the Housing and Urban Development Corporation Law. Although the absolute shortage of housing units in Japan was resolved by the 1970s, the demand for improved quality remained strong, and considering the further progress of urbanization, it was deemed an urgent task for future housing and urban policies to take into full consideration the relationship between the supply of housing and land and the development of cities, and to promote these in a comprehensive and integrated manner. For this reason, the Japan Housing Corporation (established in 1955) and the Housing and Urban Development Corporation (established in 1975), which had been promoting the supply of housing and land and the development of healthy urban areas, were merged to form the new Housing and Urban Development Corporation.
