After World War II, and especially in the 1950s and 60s, Japan achieved high economic growth, averaging over 10% per year as measured by gross national product (GNP). This economic growth made people's lives more prosperous, but around 1965, the distortions of rapid economic growth became a serious issue. The first of these was the deterioration of living conditions due to pollution. The main problems were air pollution from factory smoke, factory noise, contamination of rivers, lakes, and seawater from factory and household wastewater, and worsening air pollution, noise, and road congestion caused by exhaust fumes from the increase in automobiles.

日本は第2次大戦後，とくに昭和30年代には，国民総生産(GNP)で測って年率で平均10％を超える高い経済成長を達成してきた。この経済成長によって人々の暮しは豊かになってきたが，その一方で1965年前後には，高度経済成長のひずみが強く問題にされるようになってきた。その第1は，公害による生活環境の悪化である。工場排煙による大気汚染，工場騒音，工場･家庭排水による河川･湖沼･海水の汚濁，自動車の増加がもたらす排気ガスによる大気汚染，騒音，道路混雑の深刻化などがおもなものである。
