A town in Kamiminochi County in northern Nagano Prefecture. The main settlement, Kashiwara, which is on the Shinano Railway, flourished as a post town on the Hokkoku Kaido road and is the birthplace of haiku poet Kobayashi Issa, with his former home (historic site) and memorial hall. The town is a tourist destination with Lake Nojiri to the east and Mount Kurohime and the Togakushi Plateau, both part of Myoko-Togakushi Renzan National Park, to the west. The town mainly grows rice, but also raises livestock. It has long been famous for sickle manufacturing. Area: 149.30 km2 . Population: 9,238 (2010). 長野県北部,上水内(かみみのち)郡の町。しなの鉄道が通じる主集落の柏原は北国街道の宿場町として栄え,俳人小林一茶の生地で,旧宅(史跡),記念館がある。東部に野尻湖,西部に妙高戸隠連山国立公園に属する黒姫山や戸隠(とがくし)高原を控えた観光地。米作を主とし,畜産も行う。古くから鎌製造で有名。149.30km2。9238人(2010)。
