Its official name is the Japan Private Railway Workers' Union Confederation. It is an affiliated union of Rengo and Kounrokyo (All Japan Transport and Transportation Industry Workers' Union Council). It held its founding convention in Osaka in January 1947. Immediately after its formation, it began a unified struggle to reach an industry-specific minimum wage agreement, and participated in the February 1st strike. It continued to fight for the improvement and establishment of uniform nationwide working conditions in areas such as wages, temporary wages, and retirement benefits. In 1948, it concluded a central labor agreement with the Private Railway Management Federation (now the Private Railway Association), the contents of which have been partially revised to the present day. In the 1950s and 1960s, with the decline of local railways and the expansion of bus services, the number of bus-only unions increased, and it also opened its doors to private railway-affiliated taxi unions, and by the end of the 1960s it had grown to 200 unions and a force of 230,000. 正称は日本私鉄労働組合総連合会。連合,交運労協(全日本交通運輸産業労働組合協議会)の加盟組合。1947年1月大阪市で結成大会を開く。結成と同時に産業別最低賃金協定をめざして統一闘争を開始し,二・一ストにも参加した。賃金,臨時給,退職金など全国的な統一労働条件の改善,確立の闘争を重ねる。48年には私鉄経営者連盟(現,民営鉄道協会)との間に中央労働協約を締結,内容を一部改定し現在に至る。50~60年代,地方鉄道の衰退とバス事業の拡大により,バス専業組合の加盟が増え,私鉄傍系ハイタク組合に門戸を開くなどして60年代末には200組合,23万人の勢力となる。
