A nobleman and scholar in the early Heian period. Son of Owari no Kamiie. His great-grandfather, Narahara Azumajin, was known as a "famous Confucian scholar" during the Tenpyo period, and was bestowed the surname Kin (Isoshi) no Omi for the merit of presenting gold excavated during his time as the governor of Suruga. In Enryaku 17 (798), during the time of his father, his surname was changed to Shigeno. While he held successive posts such as Minister of Finance, his talent as a poet was recognized from an early age, and he participated in the compilation of the imperially commissioned Chinese poetry anthology "Bunkashūreishū," and also selected "Keikokushū." In Tencho 8 (831), he was ordered by imperial command to compile "Hifuryaku," a 1,000-volume collection of documents from ancient times to the present, and he left a legacy of accomplishments in cultural projects in the 9th century. His private residence (the "house south of the castle") was located south of Saiji Temple (Minami Ward, Kyoto City), but to prevent the killing of his servants and slaves, he converted it into a temple in April 844, renamed it Jionji Temple, and made it a branch temple of Saiji Temple. His daughters, Nawako and Okuko, were both favored by Emperor Ninmyo, and gave birth to two sons and daughters.

平安前期の公卿,学者。尾張守家訳の子。曾祖父は天平時代「名儒」と称された楢原東人で,駿河守時代に出土した黄金を献上した功で勤(伊蘇志)臣を賜姓された。延暦17(798)年,父のときに滋野と改姓。大蔵卿などを歴任する一方,早くから詩才が認められ,勅撰漢詩集『文華秀麗集』の編纂に加わり,同じく『経国集』を選上した。天長8(831)年には勅命により古今の文書を類聚した『秘府略』1000巻を編集するなど,9世紀における文化事業に実績を残した。私宅(「城南の宅」)は西寺(京都市南区)の南にあったが,家人奴婢の殺生を避けるために,承和11(844)年4月に寺に改め,慈恩寺と名づけて西寺別院としている。娘の縄子,奥子はともに仁明天皇の寵を受け,皇子女をもうけた。
