Literacy Movement
A popular learning and cultural movement that aims to enable all people to read and write. The first literacy movement of the 20th century was carried out in the Soviet Union under the leadership of Lenin, and began in China during the War of Resistance against Japan. After World War II, along with national liberation and independence, the movement was carried out in many countries, including Cuba, Myanmar, Vietnam, Iraq, and Ethiopia. Historically and since the modern era, literacy rates in Japan have been high due to the development of school education, but behind the scenes, literacy education for the Burakumin, discriminated against in the past who have been forced to live in poverty under social discrimination, has been neglected. As part of the Buraku liberation movement, a literacy movement based on awareness of human rights has been developed since the 1960s, which has also influenced Dowa education in public education.

すべての人が文字の読み書きができるようになることをめざす大衆的な学習・文化運動。20世紀最初の識字運動は,ソ連においてレーニン指導の下ですすめられ,また中国では抗日戦争中から開始された。第2次大戦後は,民族解放・独立とともに,キューバ,ミャンマー,ベトナム,イラク,エチオピアなど多くの国で運動が展開された。日本では歴史的にも,また近代以降は学校教育の整備によって識字率は高いが,その裏側で社会的差別のもとで貧困な生活を強いられてきた被差別部落の人々に対する識字教育はなおざりにされてきた。部落解放運動のなかで,1960年代以降,人間的権利の自覚に立つ識字運動が展開され,これは公教育における同和教育にも影響をあたえた。
