A directive issued by the General Headquarters of the Supreme Commander for the Allied Powers to the Japanese government. It is the basic document of occupation policy, but unlike Germany, where the Allied Powers directly administered the military, this memorandum was used to have the Japanese government carry out the directive, making it a form of indirect rule, and it was characterized by the unified administration of the occupation through the Japanese government. 連合国最高司令官総司令部General Headquarters of the Supreme Commander for the Allied Powersが日本政府に対して発する指令。占領政策の基本文書であるが,連合国が直接軍政を行ったドイツの場合とは異なり,この覚書を通じて日本政府にその指令を実行させるという間接統治の形式をとり,日本政府を通して統一的に占領行政を行うという特色をもっていた。指令は正式には覚書の形式をとるが,ときには最高司令官の書簡の形をとった場合もある。
