This new rice field was created by draining the Shiunjigata lake, which was located in Kambara County, Echigo Province and was about 2 ri (1.2 mi) east to west and 1 ri (1.2 mi) north to south. It is now part of Shiunji-cho, Nakajo-cho, and Kajikawa-mura in Kitakanbara County, Niigata Prefecture. It is the largest and most typical example of the so-called new rice fields contracted out to townspeople, which were common in the mid-Edo period. The brothers Takemae Gonbei and Kohachiro, who were government-sponsored sulfur merchants from Yonago Village, Takai County, Shinshu, planned this project and applied to the shogunate for development permission in 1726 (Kyoho 11), appointing Narita Sazaemon of Yokoyama-cho, Edo, as the applicant. 越後国蒲原郡にあった紫雲寺潟という東西約2里,南北約1里の湖沼を干拓してつくった新田。現在の新潟県北蒲原郡紫雲寺町,中条町,加治川村の一部。江戸時代中期に多くみられたいわゆる町人請負新田の中で,最も大規模かつ典型的なものである。信州高井郡米子村の御用硫黄商竹前権兵衛・小八郎兄弟が企図して1726年(享保11)幕府に開発許可を出願し,そのさい江戸横山町の成田佐左衛門を請人にたてた。のち越後柏崎の宮川四郎兵衛とその養子儀右衛門からの資金・技術面での協力も得た。
