The first elderly care foundation was started in Edogawa Ward in 1975 as an independent project of Tokyo, and similar foundations were subsequently established nationwide, including in each ward and city in Tokyo, as well as in Himeji City, Hyogo Prefecture. Initially, it was developed as an independent project of local governments, but in 1980, the Ministry of Labor made it a subsidized project under the name "Project to Utilize the Skills of the Elderly (Silver Human Resources Center Project)." 高齢者事業団は1975年に東京都の独自事業として江戸川区で始められたのが最初で,その後東京都の各区市のほか,兵庫県姫路市など類似の事業団が全国的につくられていった。当初は地方自治体の独自事業として展開していたが,80年に労働省はこの事業を〈高齢者能力活用事業(シルバー人材センター事業)〉として補助事業とした。このため高齢者事業団のうち国の補助対象となっている事業団をシルバー人材センターといっている。
