...The Transcaucasian Special Committee established by the Provisional Government was ineffective. Initially, the Mensheviks and the Socialist Revolutionaries led the Baku Soviet, but as the Baku workers' struggle for collective agreements developed, the Bolsheviks gradually gained power, and in April 1918, following the March incident (armed clash with the Musavats), they declared the establishment of Soviet power, and in April, the Baku Commune, a coalition of the Bolsheviks and the left-wing Socialist Revolutionaries, was formed, with Stepan G. Shaumyan (1878-1918) as chairman. Meanwhile, in response to the October Revolution in Petrograd, nationalist factions such as the Musavats, Georgian Mensheviks, and the Armenian Dashnaktsyn Party formed the Transcaucasian Committee in Tiflis in November 1917, and in April 1918, they declared the independence of the Transcaucasian Federal Republic.
