A ritsuryo government office belonging to the Ministry of Ceremonies. It is a unique Japanese office that did not exist in the Tang Dynasty and is also read as "sanni-ryo." Its duties included the registration of san'i (those who had no official position but only a rank) in Kyoto, and checking the number of days that san'i worked in the provincial capital. San'i in Kyoto served in this office. Staff included one head, one assistant, one daisakan, one shoza, six shisho (two fewer in 809), and others. It was intended for bunbu san'i, but later the bubu san'i were transferred to the Ministry of War. 式部省所属の令制官司。唐にはない日本独自の官司で〈さんにりょう〉とも読む。職掌は在京の散位(官職がなく位階のみを有する者)を登録した名帳と,国府に勤める散位の出勤日数の点検を担当。在京の散位は当寮に出仕した。職員は頭(かみ)・助(すけ)・大属(だいさかん)・少属各1人,史生(ししょう)6人(809年2人減)ほか。文武散位を対象としたが,のちに武散位は兵部(ひょうぶ)省に移る。896年式部省に合併。 →大宝律令/養老律令
