A representative agronomist and agricultural politician of the Meiji period. Born in Hyogo Prefecture. After graduating from Komaba Agricultural School, he worked at the same school, the University of Tokyo, the Ministry of Agriculture and Commerce, and the Hokkaido Prefectural Government. His works "Improved Japanese Rice Cultivation Methods," which criticized empirical rice cultivation methods, and "Land Adjustment Theory," which added a European touch to Japanese rice field reforms, formed the basis of Meiji farming and contributed to the spread of rice cultivation in Hokkaido and the development of the Arable Land Consolidation Act and the Agricultural Association Act.
