Sa'id Pasha

The fourth governor of Egypt during the Muhammad Ali dynasty. In office from 1854 to 1863. His reign coincided with the collapse of Muhammad Ali's domestic industrial monopoly and the transition to a liberal economic system. He implemented various administrative reforms, including land and tax reforms, and established the legal system that accompanied this transition. He also implemented a series of policies that were the precursors of the modernization of Egypt that would be implemented under the next emperor, Ismail Pasha, including the construction of railways, the construction of the Suez Canal, and the introduction of foreign capital through the issuance of foreign bonds.

ムハンマド･アリー朝の第4代エジプト総督。在任1854‐63年。その治世は，ムハンマド･アリーの国内産業独占体制の崩壊と自由主義的経済体制への移行の時期にあたり，土地･税制度改革など，もろもろの行政改革を実施，この移行に伴う法制的整備を行う。また，鉄道敷設，スエズ運河開削計画，外債発行による外資の導入など，次のイスマーイール･パシャ時代に展開をみる一連のエジプト近代化政策の先駆となる諸政策を実施した。
