Social order

Social order exists when social life is patterned according to a certain rule, through which the needs of each individual can be satisfied and the whole society can survive. In order to simultaneously realize the two basic demands of satisfying individual needs and the survival of society, people's actions must be controlled by some kind of pattern, that is, a structure. The elements that make up such a structure are, first, a system of values ​​and norms that dictate the standards and rules for choosing legitimate and desirable actions. Second, there are groups and roles that direct people to use the allocated resources to act effectively in relation to others. In this way, social life is controlled and ordered. Thus, social order is, first, a state in which people accept the system of values ​​and norms of the society as legitimate, and second, a state in which resource allocation is appropriate and people effectively perform their roles in the group. A state in which there is a structure that guarantees legitimacy and effectiveness in this sense, and whereby the satisfaction of individual needs and the survival of society are realized, is social order.

However, this is an ideal type of social order, and in reality, it contains a degree of disorder (or anomie). Society fluctuates between order and disorder. Often, strong power is exercised in the name of law and order. However, this is an enforced order.

社会生活がある規則性をもってパターン化されていて、それを通じて個々人の欲求が充足され、かつ社会全体が存続することができる場合、そこに社会秩序が成り立っている。個人の欲求充足と社会の存続という二つの基本的要請が同時に実現されるには、人々の行為がなんらかのパターン、すなわち構造によって制御されていなければならない。そのような構造を組み立てている要素としては、第一に、価値および規範の体系があって、正当で望ましい行為を選ぶ基準とルールを指示している。第二に、集団と役割があって、人々が配分された資源を使用して他者と関係しつつ実効性のある行為をするように指示している。こうして社会生活は制御されて秩序づけられる。したがって社会秩序とは、第一に、人々がその社会の価値および規範の体系を正当なものとして受容している状態であり、第二に、資源配分が妥当であって、集団のなかでの役割を人々が実効性をもって遂行している状態である。このような意味での正当性と実効性を保証する構造があって、それによって個人の欲求充足と社会の存続とが実現されている状態こそ、社会秩序である。

　しかし、これは社会秩序の理念型であり、現実は、程度の差はあれ無秩序（あるいはアノミー）を含んでいる。社会は秩序と無秩序の間を動揺する。しばしば法と秩序という名の下に強権が発動される場合がある。しかし、それは強制された秩序である。
