A multi-year expenditure and revenue plan formulated to implement fiscal policy with a long-term perspective. In Japan, fiscal balance estimates have been prepared since fiscal 1976 based on that fiscal year as a reference material to contribute to the debate on fiscal reconstruction. However, as the need for a fiscal plan based on an accumulation method that takes into account the current fiscal situation was pointed out, a medium-term fiscal outlook (1980-1985) based on that budget was prepared as a tentative fiscal plan in fiscal 1981. Since then, a roughly similar plan has been prepared each year, shifting the fiscal year.

長期的視野に立った財政政策を実行するために策定される多年度にわたる歳出・歳入の計画。日本では，財政再建論議に資するための一つの参考資料として，1976年度から当該年度をベースとする財政収支試算を作成してきた。しかし，財政の現状をより踏まえた積み上げ方式による財政計画の必要性が指摘されたことから，81年度に当該予算を前提とする財政の中期展望 (1980～85年度) が財政計画の試案として作成された。その後，毎年年度をずらしてほぼ同様のものが作成されている。
