Financial duties

The purpose of tariffs can be broadly divided into two: to protect and develop domestic industries and to secure national treasury revenues, and tariffs levied with the latter as their primary purpose, are called fiscal tariffs. A typical example is the import tax on goods that are not produced domestically. Currently, fiscal tariffs are rarely seen in developed countries, and protective tariffs are almost all the norm, but in developing countries, tariff revenues still often account for a large proportion of the national finances, and fiscal tariffs have a strong character.

関税の目的は、国内産業の保護・育成と国庫収入の確保の二つに大別されるが、後者の国庫収入を第一目的として課税される関税を財政関税という。その典型的なものに、国内でまったく生産されない商品に対する輸入税がある。現在、先進国においては、財政関税はほとんどみられず、保護関税がほぼすべてといえるが、発展途上国においては、まだ関税収入が財政の大きな割合を占めている場合も多く、財政関税的性格が強い。
