This is a book of authority on rituals and customs from the Heian period. It is also called "saiguuki" or "seikyuuki." It was compiled by Minamoto Takaakira. Takaakira's residence was in the Ukyo (western capital) of Heian-kyo, so he was called Nishinomiya Sadaijin (Minister of the Left), from which the book's title originates. Takaakira was ousted in the Anna Incident in 969, but it is unclear whether this book was compiled before or after that. Books on rituals and customs were compiled as official compilations in the 9th century, but privately compiled ones also appeared from the 10th century onwards, and this book is said to be the oldest surviving privately compiled one.
