A village in Shimokita District, northern Aomori Prefecture. Population 3,173 (1995). Located in the western part of the Shimokita Peninsula, facing the Tsugaru Strait. Mountains run close to the coast, and forests cover 96% of the village area. The settlement is located at the mouth of a small river, and the only cultivated land is Harada on the coastal terrace in the north, and a small area in Nodaira, which was settled and reclaimed in 1949. Small-scale fishing is the main industry. Sai, the center of the village, is a good natural harbor that developed as a shipping port for Japanese cypress lumber in the early modern period and was also a crossing point for Ezo, but fell into decline after the end of the Taisho period. It was the most remote place in the Shimokita Peninsula, but transportation became more convenient with the opening of the Kamoshika Line from the Kawauchi area in 1969 and the Kaikyo Line from Wakinosawa Village in 1974. 青森県北部,下北郡の村。人口3173(1995)。下北半島西部にあり,津軽海峡に面する。山地が海岸まで迫り,山林は村域の96%に達する。中小の河川の河口に集落が立地し,耕地は北部の海岸段丘上の原田と,1949年に入植開拓された野平にわずかにあるのみで,零細な漁業が主産業となっている。中心の佐井は天然の良港で,近世にヒバ材の積出港として発達し,蝦夷地への渡航地でもあったが,大正末期以降はさびれた。下北半島でも最も僻遠の地であったが,69年に川内方面から〈かもしかライン〉,74年に脇野沢村から〈海峡ライン〉の道路が開通し,交通の便がよくなった。
