Government association - Goyoukumiai

A labor union that is controlled or operated by, or under the auspices of, an employer. In Europe and the United States, it is generally called a company union.

Whether a labor union's activities and policies are militant or cooperative has a significant impact on business management. Therefore, employers tend to use various methods, such as sending representatives to the union, providing financial support, and promoting union officials to the executive ranks, to draw the union to the latter line and turn it into a company union that follows the employer's wishes. For this reason, the current Labor Union Law (Law No. 174 of 1949) does not apply to unions that allow the participation of workers in supervisory positions with direct authority over hiring, firing, promotion, and transfers, or those who represent the employer's interests, or unions that receive financial support from the employer for the operation of the union. In Japan, where enterprise unions are the norm and workers have a strong sense of company, both labor and management are at risk of becoming company unions.

使用者によって支配、運営されているか、またはその庇護(ひご)のもとにある労働組合。欧米では一般にカンパニー・ユニオンcompany union(会社組合)とよばれている。

 労働組合の活動や方針が戦闘的か協調的かは、企業経営に重大な影響を与える。したがって、使用者にとっては、組合への利益代表の派遣、経費援助、組合役員の職制への登用など、種々の方法で組合を後者の路線に引き込み、使用者の意向に沿うよう御用組合化する傾向にある。そのため、現行の労働組合法(昭和24年法律174号)では、雇入れ、解雇、昇進、異動に関して直接の権限を有する監督的地位にある労働者や使用者の利益を代表する者の参加を許すもの、組合運営のため使用者から経理上の援助を受ける組合を、労働組合法の適用外の扱いとしている。企業別組合が中心であり、労働者の企業意識が強い日本では、労使双方に御用組合化への危険があるといえる。
