A science education leader during the Meiji and Taisho periods. Born in Mikawa (Aichi Prefecture). He entered Keio Gijuku and studied under Yukichi Fukuzawa. In 1876 (Meiji 9), he participated in the establishment of the junior high school normal course at Tokyo Normal School (later Tokyo Higher Normal School), and thereafter became a professor at the school, a position he held until 1914 (Taisho 3), when he became a professor emeritus. He advocated the importance of experiments in physics and chemistry education, and devised and instructed on simple experimental equipment, writing books such as "Simple Apparatus for Physics and Chemistry Testing" and "Physics Book for Elementary School Students," and worked hard to popularize them. He is also known as an enthusiastic advocate of the Romanization Movement.
