Before the Russo-Japanese War, Konoe Atsumaro, chairman of the House of Peers, and others formed a nationalist group to stir up public opinion in favor of Russia. After the First Sino-Japanese War, Konoe Atsumaro, who had organized the East Asia Common Culture Association to expand Japan's influence in China, consulted with Toyama Mitsuru, Sasa Tomofusa, Inukai Tsuyoshi, Hasebaba Juntaka, and Shiba Shiro to counter Russia, which continued to occupy Manchuria even after the suppression of the Boxers. They planned to launch a national movement aimed at "preserving China and defending Korea," and formed the National Alliance Association at Ueno Seiyoken on September 24, 1900. The Seiyukai party opposed this movement, but the Constitutional Party and the Imperial Party supported it, and many newspapers also agreed with the National Alliance Association's claims, further fueling public opinion that had been growing hostile toward Russia after the Triple Intervention.

日露戦争前,貴族院議長近衛篤麿らが対露強硬の世論を巻き起こすため結成した国家主義団体。日清戦争後,日本の中国への勢力拡張をはかるため東亜同文会を組織していた近衛篤麿は,義和団鎮圧後も満州占領を続けるロシアに対抗するため,頭山満,佐々友房,犬養毅,長谷場純孝,柴四朗らと相談し,〈支那保全,朝鮮擁護〉を目的とする国民運動の展開を企て,1900年9月24日上野精養軒で国民同盟会を結成した。政友会はこの動きに反対したが憲政本党,帝国党は賛成し,新聞の多くも国民同盟会の主張に賛同し,三国干渉後ロシアへの敵意を募らせていた世論をさらにあおることになった。
