Administrative investment - Gyōsei-tōshi (English spelling) administrative investment
Public investment excludes investment by government enterprises (public corporations, public enterprises, etc.), and refers to investment that is unique to the government. This concept was used in the "National Income Doubling Plan" (1960) and the "Medium-Term Economic Plan" (65). Specifically, it consists of three types of investment: (1) public works expenditures (including educational facilities expenditures from the general account), which are the core of social capital formation, (2) direct investment from non-corporate accounts such as road construction accounts through fiscal investment and loans, and (3) direct investment by public corporations such as the Japan Housing Corporation and the Japan Highway Public Corporation.
