State guest - kokuhin
Based on the standards for the treatment of foreign guests officially invited by the government, the most generous state guest, as decided by the Cabinet, is one for whom the government covers the domestic expenses of up to 12 entourage members for a three-night, four-day stay in Japan. Official guests, such as those of members of the royal family or prime ministers, are covered by the government's accommodation expenses for up to eight entourage members. The Emperor provides state guests with an Imperial car (a car reserved for the Emperor), and holds a welcoming ceremony at the State Guest House, a meeting at the Imperial Palace, a welcome dinner, and a farewell visit at the State Guest House. Official guests are given meetings, audiences, and afternoon receptions at the Imperial Palace. In order to deal with the increasing number of guests, the government established the treatment of "official working visits" in 1989, where the Emperor covers the accommodation expenses of up to four entourage members, holds meetings at the Imperial Palace, and holds afternoon receptions. Since the start of the Heisei era, there have been cases in which the Emperor personally escorts state guests who are close to the heads of royal families to local areas in the Emperor's private train.

政府が公式招待する外国賓客に対する接遇基準に基づき、閣議決定によって最も手厚い国賓は、元首に対して12人までの随員と共に3泊4日の国内滞在経費を政府が負担する。公賓は王族、首相クラスに対して8人までの随員の滞在経費をもつ。天皇は、国賓に対して御料車(天皇専用の自動車)を提供し、迎賓館での歓迎式典、皇居・宮殿での会見、歓迎晩さん会、迎賓館でのお別れ訪問を行う。公賓に対しては、宮殿での会見や引見、午さんなどを行う。また、賓客数の増大に対処するため、1989年に「公式実務訪問」としての接遇を設け、随員4人までの滞在経費を負担して、天皇が宮殿で会見したり、午さんを催したりする。平成になってから、天皇は、親しい王室元首の国賓に対しては、天皇専用列車で自ら地方に案内する例も出てきた。
