His father was Yoshinari and his mother was from the Hino clan. He was born in Shitaya, Edo. His childhood name was Hikomitsu. In 1655, he was appointed to the rank of Junior Fourth Rank and Governor of Harima, and in 1656, he succeeded to the title. He became a chamberlain and Governor of Tsushima. During the Kanbun era (1661-1672), he reformed the chigyo system and improved the government structure. With trade with Korea booming, he promoted civil engineering and construction projects and upgraded the status of samurai chigyo, and also invited talented scholars such as Amenomori Hoshu and Matsuura Kasumi. However, trade with Korea began to decline from the end of the Genroku era, and the status established during Yoshizane's time became a shackle on the domain's finances thereafter. In 1692, he retired and handed over his position to his son Yoshimichi, but when Yoshimichi died in 1697 and the younger Yoshikata succeeded him, he was ordered by the shogunate to take charge of Korea-related affairs, and served in this position until 1699.
