Fairness Committee - Kohei Iinkai

Japanese: 公平委員会 - こうへいいいんかい

〘noun〙① One of the affiliated agencies of the National Personnel Authority. It examines appeals against adverse and disciplinary actions taken by national public servants. It is established each time an appeal is filed, and is made up of three or five impartial commissioners appointed by the National Personnel Authority. ② An agency established in municipalities, special wards, and local government unions that do not have a personnel committee, to examine requests for measures regarding employees' working conditions and make rulings on appeals against adverse actions. It is made up of three commissioners selected by the head of the local government with the consent of the assembly.

〘名〙① 人事院の付属機関の一つ。国家公務員の不利益処分および懲戒処分に対する不服申立てを審査する。不服申立てがあるたびごとに設けられ、人事院の指名する三名または五名の公平委員からなる。② 人事委員会を置かない市町村、特別区および地方公共団体の組合に設けられ、職員の勤務条件に関する措置の要求に対する審査、不利益処分についての不服申立てに対する裁決などを行なう機関。地方公共団体の長が議会の同意を得て選任する三名の委員から成る。
