A government bond issued by the government in lieu of monetary payments, based on a specially enacted law, to pay compensation for losses, condolence money, etc. Unlike regular government bonds, it does not generate cash income from bond issuance. The issued government bonds are redeemed in installments over several years (installment repayment system government bonds). The reason for issuing government bonds through installment repayment is to level out the financial burden. On the other hand, this system has the risk of leading to easy financial expenditure depending on how it is operated, so a specially enacted law is required for its issuance. After World War II, there were farmland certificates issued to former landowners during the land reform, survivor's treasury bonds issued to the surviving families of war dead, and repatriation treasury bonds issued to those who returned from overseas territories. Government bonds are registered, non-transferable, repayable in installments, and usually have a redemption period of 5 to 10 years. Government bonds can also be used as collateral to obtain secured loans from the Japan Finance Corporation for Small and Medium Enterprises.
