Public announcement system

Japanese: 公表制度 - こうひょうせいど

It is a system in which public institutions such as national and local government agencies announce certain matters and make them available to the general public. (1) The system of announcement in the general sense is almost the same as the system of public notice. An example is the announcement of the gist of a direct request under the Local Autonomy Act (Article 74 et seq.) (as well as Article 24, Paragraph 2 of the National Public Service Act and Article 1, Paragraph 2 of the Certified Public Accountant Act). However, the National Government Organization Act stipulates that announcements be made in the form of public notices (Article 14, Paragraph 1), and while other announcements are also given as examples of public notices, there are no special legal restrictions on the form of announcements.

国･地方公共団体の機関等の公の機関が一定の事柄を発表し，これを一般公衆の知りうる状態におく制度をいう。(1)一般的な意味における公表の制度は公示の制度とほとんど異ならない。地方自治法上の直接請求の要旨の公表(74条以下)等はその例である(そのほか，国家公務員法24条2項，公認会計士法1条2項)。ただ国家行政組織法による公示は告示の形式で行われるものとされ(14条1項)，それ以外の公示の場合にも告示をもってすることを例としているが，公表の場合には，その形式について特別な法的制約はない。
